[OSGeo Africa] installing pem server 2.1.1

hi all qgis member 
 
NB:
 
 Setup :  Installing postgresql installation details .
 
Its ask for user    Postgres
 
Password : Postgres
 
Its an errors :
 
   Why  : psql:could not connect to server. Connection refused(0x0000274d) /10061  .Is the server running on host "127.0.01" and accepting  tcp/ip connections on port 5432 ?
 
How can i solve this problem
