Get which people hooked on what? 

University students hooked on FOSS GIS ('everything')
Professionals hooked on PostGIS? (or something equally specific)

I'm sure if you mention specific requirements you'll find someone with a
worthwhile scheduled or custom course who can get people hooked :-)

There are several options based in South Africa (who will also travel)
but I'm not aware of  FOSS GIS training options elsewhere in Africa,
other than the UN in Nairobi and some other NGOs.

You do need the GIS expertise to cover domain topics like topology,
projections, spatial analysis etc. which 'regular IT people' won't
necessarily have a grasp of.
