[OSGeo Africa] Education districts

Dear list members,

I've added the education district names to the shapefile I uploaded 
earlier as these were missing. You can download the update at the same link:
http://db.tt/VRMKPnBT

Some points to note: The North West department doesn't use the same 
naming convention that other provinces do so what we are calling 
education districts in this shapefile are referred to as regions by the 
North West Education Department. We are also using the latest District 
Municipality names for the education district names in the North West.
