[OSGeo Africa] Education districts

Nice stuff Tim, and a good example of the benefits of having data freely 
available. Give people free access to data and let them get on with it 
as it's impossible to predict the imaginative and beneficial ways that 
people will combine different datasets.

Also a good demo of the Atlas function in QGIS 2 :-)
