Given that this is an open source GIS mailing list, its probably not the
best place to ask where you might find Arc plugins. However I can tell you
that OpenModeller [1] (of which I am one of the authors - though no longer
active on the project) has an implementation of MAXENT. Please use the
openmodeller mailing list for further assistance. I would recommend to use
the command line version as the GUI is not maintained anymore as far as I
know.
