My 2 cents worth:

For beginners to Intermediate users you could look at :
http://www.w3schools.com/sql/

Its a source I use everyday, you could also extent into Javascript, XML.
You can write exams online and print certificates.

W3school will give you the foundation but then learning more advanced SQL
will be more related to the technology you using.

SQL syntax differs in every technology, haven a good understanding of the
basics is critical.

PostgreSQL will have its own unique SQL syntax then say to mySQL or the
Microsoft product ( I dont recommend going Microsoft unless you want to
following a career path in this technology)
