[OSGeo Africa] Population Data per suburb, City of Cape Town

Hi Chlodwick,

Per sub-place is easy (for 2011), I can mail it to you.  Per suburb would
be using CoCT's dodgy suburbs layer (not official) and doing a spatial join
against the Small Area Layer.
