[OSGeo Africa] FOSS4G2016 talks online

Hi Tim, everyone,

Just for the record, please try to use the main landing page for your 
FOSS4G video searches: http://video.foss4g.org/  Reason is that 
longer-term videos are being hosted kindly by the German National 
Library of Science and Technology (FOSS4G 2015 and earlier); however a 
different host (and different links) are temporarily hosting the 2016 
videos.  I am sure the 2016 video links will change at some point.  Just 
be careful to always check video.foss4g.org   Thanks.

(Tim I am sorry I missed you all this year, but, will see you soon. 
Especially as I have a fancy new title ha)
