[OSGeo Africa] Another illegal GIS RfQ

Ori please share the SANRAL one - this list is focussed on GIS so if it’s about GIS, we’re interested. 

We’re not attacking any product. Just trying to get government to procure properly, legally and fairly, and to follow policy to migrate to FOSS.
