<tt>> 1. Background<br>
</tt><br>
<tt>> The National Environment Management Authority (NEMA) has commenced<br>
> implementation of the Capacity Building Facility (CBF), a component of a<br>
> project known as the Community Development for Environmental Management<br>
> Programme (CDEMP) which is funded from the resources of the 9th European<br>
> Development Fund.<br>

<tt>> The CDEMP aims to ensure that the environmental dimensions of poverty<br>
> reduction are better integrated into local development planning and<br>
> implementation. The CBF will support this objective mainly by building<br>
> NEMA's capacity to produce quality Environmental Action Plans at district,<br>
> provincial and national levels.<br>

<tt>> According to existing procedure, District Environment Officers are<br>
> required to collect baseline data for compilation into a district<br>
> environmental profile that prefaces each District Environmental Action<br>
> Plan (DEAP). The task is not simple, because the data are not easily<br>
> obtained at district level. The DEOs would be saved an enormous amount of<br>
> time and energy if they could be provided with a central service facility<br>
> that would gather national datasets, disaggregate them to provincial and<br>
> district levels, and then forward them to the officers concerned for<br>
> incorporation into their EAPs. Many of the datasets can and should be<br>
> mapped, thus correcting a weakness shared by most EAPs which is a lack of<br>
> adequate "visualization" content.<br>

<tt>> Thus the idea of establishing a GIS facility at NEMA HQ was born,<br>
> following which it was quickly appreciated that the very same facility<br>
> could and would be able to contribute also to the annual State of the<br>
> Environment reports and all the other educational and publicity materials<br>
> that NEMA produces.<br>

<tt>> NEMA feels strongly that any national environment authority should have<br>
> its own GIS facility, but the situation is complicated somewhat by the<br>
> fact that another Department in the same Ministry already has some GIS<br>
> capacity . Initial discussions suggest that while some form of<br>
> collaboration may be desirable, the functions of the two agencies are<br>
> sufficiently different to justify what might otherwise appear to be an<br>
> unnecessary duplication.<br>

<tt>> The purpose of the short-term consultancy described here is to obtain an<br>
> independent expert's opinion as to whether or not this conclusion is<br>
> justifiable, and to recommend whether and to what extent (if any)<br>
> investments are required in terms of infrastructure, equipment and<br>
> manpower to establish a sustainable GIS facility at NEMA.<br>

<tt>> 3. Terms of Reference<br>
</tt><br>
<tt>> 1. Analyse and describe the pros and cons of establishing a GIS<br>
> facility at NEMA HQ, drawing on lessons to be learnt from relevant<br>
> experience elsewhere. The issue of sustainability must be addressed.<br>
</tt><br>
<tt>> 2. On the basis of the conclusions reached though the above analysis,<br>
> provide recommendations to NEMA in general, and the EC project in<br>
> particular, with regard to provision of the following:<br>

<tt>> . Staffing: including detailed profile and ToRs for a Head of the GIS Unit<br>
> . Hardware and software: a detailed, costed inventory of the hardware and<br>
> software needed<br>
> . Infrastructure: outline the design specifications for a small building<br>
> to house the facility<br>

<tt>> 3. Submit a Report capturing all of the above (draft final and final<br>
> versions each to be provided in one soft and one hard copy)<br>
</tt><br>
<tt>> 4. Outline work programme<br>
</tt><br>
<tt>> In responding to an invitation to carry out this work, the expert should<br>
> propose a programme that includes, but is not necessarily limited to, all<br>
> of the following:<br>

<tt>> . Interviews with key staff and advisors at NEMA<br>
> . Interviews with key staff at DRSRS, MENR and other relevant<br>
> institutions<br>
> . Writing and submission of Draft Final Report<br>
> . Writing and submission of Final Report<br>

<tt>> The programme proposed should consist of a maximum of 10 working (fee)<br>
> days, to be spread over a period not exceeding 4 weeks, including an<br>
> allowance of at least 1 week in which to receive comments on a draft final<br>

</tt><br>
<tt>> . At least 10 years proven experience in building GIS capacity,<br>
> preferably at national level<br>
> . Familiarity with the institutions and individuals currently active<br>
