Here's how to interpret the 21 digit code:

In an up-to-date database representing a single time and status,
the 21 digit code must be unique per parcel. If consolidations,
subdivisions, etc. have not been updated or if your dataset
represents a long time period and not just the current state or
has multiple legal statuses, you might well get duplicates. e.g.
if you get the national parcel database from the SG office you'll
find thousands of duplicates. <br>

There's only one national cadastre so City of Cape Town will
follow the same rules and structure as any other region. <br>

called Allotments. (Pseudo-Suburbs). If the dataset you have
lacks the SG codes mentioned by others. You may want to get
the Allotments (spatial) layer as well. Erven numbers are
