            the data where it does not follow cadastral boundaries, I
            have been told by the Demarcation Board that the shapefiles
            are absolute and if a house is 1cm the other side, it’s
            another municipality. Since such limits are gazette, they in
            fact cannot be altered, even to fit the obvious cadastral
            boundary. They don’t gazette the properties, but the map.</span></p>

    I agree, all administrative boundaries should be be composed of
    cadastral parcels. A shapefile or other GIS data set is merely a
    representation of such but the legal fallback for a municipality
    should be the survey diagrams of the properties that compose the
    municipality. Nevertheless, the GIS dataset should be sufficiently
    accurate to match the original cadastral boundaries!<br>

    This sounds like something the CSI should take up. <br>
