Regarding open elections:
* Transparent elections are good for deciding technical decisions, but I 
think we should follow the OSGeo process of private elections for 
positions of power.
As Bruce notes, some list members are on government tender selection 
boards, and they could be put in an awkward position if they are accused 
of playing favourites. (Probably wouldn't happen, but I don't think we 
loose anything by playing safe).

Your other comments make sense. I'll follow up on the next email.
