Maelle,

As Moritz suggested, I also think we should have a formal board decision
before we can send this mail.

A Board decision can be organised by sending out a mail by a board
member, formulating a motion, that is secunded by another board member
and on which all the board members can vote with +1; +0; -0; -1
If you vote with -1 you should formulate a motivation with eventual an
alternative.

So I want to formulate following motion:

MOT: "OSGeo.be is willing to support the initiative to organise a
FOSS4GAfrica and we want to look as a Belgium LOC how we can help out
with the organisation or practical support"
