[Benchmarking] MapServer test run bringing the server to its knees?

I just read through the fcgi docs again and the downside of the static
FastCGIServer directive is that it makes no allowance for periodically
re-starting the fcgi processes. So if you leak, you suffer. Clearly,
right now we leak. Hopefully it's just in Oracle.
