Arnulf,

I like the idea of local chapters, or perhaps an affiliation
with like minded local organizations where they already exist.
In Germany I assume FOSSGIS would fit this bill?

I have taken the liberty of setting up a wiki page to start
collecting pointers to regional organizations with goals related
to those of OSGeo:

   http://www.fossgis.de/osgeo/index.php/Like_Minded_Regional_Organizations

I would encourage others to update it.  This isn't an area I have
good knowledge of.
