OK, it seems we have broad support to create an
international-discuss at osgeo.org mailing list.   Could you go ahead and
do that?  Once it is created I would like to announce it's existance
on the discuss mailing list.

I have created a brief introductory page for it's mandate.

Note, I have not yet suggested it be a formal committee, though we
might want to do that at some point to bring more structure to the
topic.
