[Board] Meeting at FOSS4G

As discussed at our last board meeting, I've followed up with our  
conference organisers and we have a room reserved for a board meeting  
on Sunday, September 23rd from 9am - 5pm.  The room is actually a  
complimentary room reserved at one of the hotels, not at the  
conference venue as it conflicts on several fronts.

If we want a different timeframe, let me know and I will have the  
organisers change it for us.
