[Board] OSGeo naming

Arnulf,

I'm not sure if we need to agree on an official name.  But my preference 
is for "the Foundation", to differentiate the OSGeo big boy from a local 
chapter; but that's not technically correct as Chris pointed out.

(I must get to the Bolsena sprint some day)
