[Board] board-priv posting policy

The OGC has a Principal of Conduct policy that you might find useful. The 
OGC policy was derived from the IETF policy and modified to fit OGC policies 
and procedures.

If privacy is an issue, of course such policies can be extended. For 
example, we no longer publish member phone numbers and addresses in OGC 
documents. Too much room for misuse.
