[Board] The "impartiality" agenda item

There was also reference to the incubation process not accepting GeoToolkit, which I briefly replied to.

To be fair the incubation process has received several rounds of criticism, mostly as projects cannot expect any kind of timely response. It looks to be an area where our eyes are bigger then our stomach in terms of volunteer resourcing.
