[Board] FOSS4G 2013 Board Liaison

Cameron,

For reference, the "board liason"'s job is to monitor the conference's
finances in an effort to ensure it is staying within the parameters of
the budget approved by the board.  Often the liason can also be a
conduit for other information and a source of experience too but the
core function is to provide (hopefully light weight) financial
monitoring.

For reference I'm thrilled that Peter is willing to fill this role.
