Many thanks. I added the item. Unfortunately I am not able to participate but Mauricio Miranda will.  About costs, in my opinion it will be nice if OSGeo supports totally or partially the costs for travel and stay in Guayaquil of one of the members of the Spain Chapter living in Latin America. That person can present and represent OSGeo at the conference. Mauricio please will you add details on possible costs?
