[Board] MoU draft with Politecnico di Milano

Hello Board,

Some of you might remember an MoU draft with the Politecnico di Milano
distributed last year (I'm not sure if it was discussed on the public
list though; see your email archives around 2011-09-19).  Politecnico di
Milano representatives Ludovico and Maria are still interested in seeing
this happen.  I've therefore:

- added this as an agenda item to the next Board meeting

- created a wiki page for this MoU draft
(http://wiki.osgeo.org/wiki/MOU_Politecnico_di_Milano)

I am volunteering to be the representative/champion for OSGeo to see
this through.
