[Board] FOSS4G debriefing with Steven

I'd suggest that the foss4g committee would be interested in any debrief 
from foss4g 2013, and probably should be the primary audience for the 
debrief (board members and interested OSGeo mebers could sit in).

It would be valuable to capture from the foss4g 2013 a list of lessons 
learned [0] (as have been done for previous years).

More valuable would be to roll these lessons into the FOSS4G Cookbook 
[1], such that they can be easily consumed by future foss4g events. Some 
of the people from the foss4g team have already made noises about 
contributing to the cookbook, so I'm waiting with anticipation.

They might be actions for the board to take (which probably should be 
roled into the cookbook too).
