[Board] Student Award initiative

Jeff, Board,

May i request that you consider the proposal for initiating OSGeo Student Awards for FOSS4G conferences (FOSS4G Global, FOSS4G-NA, FOSS4G-Europe and FOSS4G-Asia ) and consider this at the next Board meeting and taken forward please. Total cost requested is 4K USD (1K USD for each event - to be directly send by the OSGeo Treasurer to the Chair of the LOC). 

The LOC will be responsible to making local arrangements for the student competitions etc and the chair of LOC will send a summary report to the OSGeo Board after the event. After one year based on feedbacks from Board, LOCs, Students , Community etc and lessons learnt we will aim to modify/expand this initiative for the future.

The LOC will also ensure certificates are given to all the student winners of the various competitions arranged so that the students can add to the CVs etc for their future career development.

Please note that as i will on lot of travels etc next month (April), i will request one of our colleagues in "Geo for All" to follow this at the Board meeting so it is not delayed/ forgotten :-)  Thanks.

But what I was told by the recipients at FOSS4G-Asia, is that these
certificates/awards are much more than a 'moral boost'; they use these
certificates to justify/apply for more funding at their institutions,
and also advance/apply to the next stages of their graduate careers.

So in fact that piece of paper is extremely valuable for the students.
