[Board] Motion on Open lidar letter

Thanks Maria for this excellent suggestion. ISPRS is commited to Open Standards through thier support for Geo For All, so i expect ISPRS to move in if needed if one of thier national members (ASPRS) seems hesistant not to support Open Standards principles.

Hi Cameron,

Personally I think you all did a great job distributing the letter; as
you did already, I believe you should choose a leader active in the
community to share the letter (as you did for Esri, OGC, etc). Do you
know someone from OSGeo involved in ASPRS?

Jeff, board,
I hear that there is no desire from yourselves to send another
(official) email to OGC/Esri about the Open LIDAR letter.

One outstanding question remains, which I possibly didn't make clear
enough in the last email. Who will notify ASPRS (whom the letter was
also written to)? Is that something that the board or OSGeo President
wishes to send? Or would you prefer it delivered by a member of the
OSGeo community?
Could you please respond in a timely manner, as I feel it is the right
thing to do by both ASPRS and the OSGeo community to deliver this
message soon.

Regards,
Cameron

Hi Jeff,
The hope in writing the open letter was that it would carry as much
weight as possible, in order to demonstrate the importance that we as
an OSGeo Foundation feel about Open Standards.

Having 130+ signatures from prominent community members adds weight,
thanks to all who signed. Having a cover letter from the board adds
weight, thank you board. Having a well researched set of facts adds
weight, thanks Martin. Having the story published widely adds weight,
thanks to the media to ran the story and the people to took the story
to the media. Having the letter officially delivered from the OSGeo
President adds weight, I'm hoping we can achieve that too.

This was the reason for the original request sent to the board on 16
April, which was voted on and passed by the board. (See the email
thread for history).

Yes, some people within Esri are aware of an earlier version of this
letter, as are the OGC. I'm not aware if ASPRS have been notified.

So yes, a great job has been done so far. I'm asking that we continue
in that vein, which would involve officially sending the letter to the
key stakeholders.

Kind regards, Cameron Shorter

   Hi Cameron, Suchith, Martin, all,

Everyone is contacting me offlist about the next steps for the
Open Lidar letter, I am aware of that. I would ask that you
discuss this here on the OSGeo Board list, so the whole Board can
help you along. If I am correct, I believe the status is:

   - OSGeo Board voted and supported adding a cover letter (done and
   added to letter wiki page)
   - Esri responded
   - OGC responded, and they will be responding to this to us in a
few weeks and discussing it at their next TC meeting (Scott
Simmons, the Executive Director of the OGC's Standards Program,
also contacted me directly and I will be discussing this with home
in the next few weeks over the phone)
   - the story has made wide media coverage

I really believe we've done a great job pushing this (we being
Martin, Cameron, Suchith, everyone involved in the letter) and
good things have come out of it, and, that the OSGeo Board has
done its duties regarding this process.

Do others disagree? By the number of pings that I am getting
offline of trying to get me to send this letter it seems others
want more action. So, please speak up here.

As you already know (from now years of seeing me in this
position), I don't send official e-mails on behalf of the entire
OSGeo foundation because of some offlist pings; I request that we
discuss next steps (if any?) for the Board, or that you made a
request to the OSGeo Board for next steps, and we can discuss openly.

       Hi Jeff,
Thanks for adding the cover letter to the LiDAR Open Letter.

The second part of this motion was for the OSGeo President to
       email the
letter to the OGC, ESRI and ASPRS. (Suggested email addresses
       are toward
the bottom of this email thread).

Would you mind CCing a public archived email list (probably
       the board
list) so that we have an official record of the Open Letter being
delivered. (Alternatively, you can forward, or notify the list
       instead).

Hopefully any response you receive will also be sent to the
       public list.
If not, can you please ask if you can share the response publicly.

       Cheers,

Hello Jeff and the OSGeo Board,

Our next step is to deliver
                       the Open Letter, as
                                   suggested earlier in
this thread. (see below)

We are waiting on an answer
                       from the earlier proposal
                                   for the OSGeo
Board to present this Open
                       Letter. Is another 48 hours
                                   enough time to
respond?

The alternative is that some
                       one else from the OSGeo
                                   community delivers
this letter.
