[Board] Request for funding of OSGeo Live thumb drives for regional Geo-conference

Thanks Bob, let's give Cameron a chance to reboot the marketing committee.

We want to be careful as a board to work with subcommittees (or dissolve
them if not functional). You may wish to join Cameron or pass on the
opportunity to volunteer to anyone else you think would be interested.
