thanks for contacting the istSOS community.

Personally I don't like the idea of promoting istSOS as a "Community
Project" for two main reasons:

1- Being an incubating project means that the project has passed a first
evaluation with defined requirements, I understood that these requirements
are higher then those posed for a "OSGeo Lab Project" now re-branded as
 "Community Project"
2- The name "Community Project" recall in my mind (maybe because I'm not
native English speaker) a project that has the focus on community rather
then on software. I would call "Community Project" a project like "OSGeo
Live" that is packaging other OSGeo Projects or "Geo4all" which is
outreaching using OSGeo Projects: so a project which is more about "social"
aspects rather then "software".
3- "downgrading" istsos from "incubating project" to "community project"
may have an impact on the perception of the software quality by current or
approaching users/clients

In short, I would not personally change the way it is.

Looking forward for other istSOS community member feelings......
