[Board] Send a timeline mail to OSGeo-Discuss and information about f2f and no charter member meeting

Jeff,

as said, we now have BC from SUNDAY to SUNDAY. This is the timeframe we
gave for the CodeSprint as well. So we can easily use sunday evening for
the <howeveryoucallit> Meeting. But monday is also possible ;-)

The good thing is: We have BaseCamp the whole week exclusively for us
-it's up to us to fill it with an attractive programme beside the
CodeSprint...
