[Board] separate discussion on the value of video archiving

Background: When going through the sizing exercise for the new osgeo
website we also identified tutorials, white papers and case studies as
being the kind of content that is essential for outreach and of value to
our community. But just because we desire the content does not mean we have
sorted out a way to mutually-benifitial approach for this content to be
created. Instead we decided to go with what our community has shown it has
time and funding to produce ... foss4g presentations.

With this in mind the archiving of talks and videos has been very much
appreciated by our community. I continually encounter evidence of their
use, especially for community participants who prefer videos (which is
awkward when technical material goes out of date).

Indeed this is so much of a priority OSGeo has a strategic relationship

with TIB AV-Portal

to host videos after our events if they are recorded.

It is also really helpful for projects and organizations who get a chance
to share their presentations after the fact. For examples the geoserver blog

blogs

Especially when presenting on a joint collaboration or customer project
anything that can be shared after the fact provides value beyond those in
the room.

On a pragmatic front it is a lot easier to get time to work on a
presentation (because of the publicity and outreach angle) then it is to
get time to work on documentation and guides. Indeed the only way I get to
work on the GeoTools tutorials is when a foss4g workshop is accepted :)
