[Board] Stepping down from my OSGeo duties soon

Hello Jorge,

thanks for reaching out so early to us. And definitely thanks a lot for 
all the tasks you take care of for such a long time already.

Maybe the people involved in each task could think about persons that 
could help.

I will have a look to find another NEWS EDITOR.

I could get more involved in the topic MAILMAN & NABBLE admin as I am 
involved in some mailing lists already.

OSGEO PLANET - maybe we can ask Fernando Quadro as he is involved in the 
PlanetOSGeo account on Twitter.
