out of a MoU is the public announcement that the MoU exists.<br>
(In actual fact, OSGeo is not likely to do more or less because of
the MoU.)<br>
As such, I suggest that it is more valuable to the University to
be seen to be signing a MoU with an international organisation
than with a local chapter.<br>
However, I think it would be valuable to involve the local chapter
in discussions, as members from the OSGeo local chapter will
likely be the most closely involved with the University.<br>
