    I'm not questioning board members being re-reimbursed for expenses
    incurred while carrying out board duties.<br>
    Rather, I'm questioning whether board members should be asked to
    carry out such duties in the first place.<br>
    <br>
    It comes back to the question of whether we want OSGeo to be a high
    capital or low capital organisation.<br>
    <br>
    In a low capital organisation, expenses are kept to a minimum. This
    can be achieved by:<br>
    1. Using a local OSGeo Advocate to present OSGeo messages instead of
    paying for a board member or president to fly half way around the
    world to give the same presentation.<br>
    2. Make use of skype, email, hangouts, IRC etc for communication
    instead of face-to-face meetings.<br>
    <br>
    This means that OSGeo doesn't need to earn money, which is very
    liberating.<br>
    It means there is less pressure on FOSS4G to make a profit (to
    sustain OSGeo), which in turn allows FOSS4G events to be cheaper and
    more assessable.<br>
    It allows money to be applied to other outreach activities instead.<br>

                      I agree with Cameron's observation on this. It
                      would be good to refine the motion and be explicit
                      on what is and what is not funded by OSGeo. And if
                      there is a substantial budget involved (>4000$
                      per year including conference fee discounts etc) I
                      think this needs broader support from the
                      community, possibly by asking charter members for
                      their vote of support.<br>
