O seu problema é bem tradicional, obter base de dados de uma fonte em formato não interoperável, no seu caso, seus dados estão num formato proprietário num software de CAD.<BR>
<BR>
Para realizar essa tarefa temos que conhecer como os dados estão armazenados na fonte, depois, definir como os dados deverão estar no seu GIS, no seu caso, o ArcGIS.<BR>
<BR>
A solução vai depender de alguns fatores como exemplos:<BR>
1) As camadas do arquivo no CAD estão organizadas diferentemente ?<BR>
2) Qual é o tipo de sistema de referência dos vetores no CAD ?<BR>
3) A quantidade de arquivos é viável fazer manualmente ?<BR>
4) Vc. possui o ArcGi$ com a licen$a do Interoperability$$$$<BR>
