[California] Open Source Track at Spring 2014 CLSA Conference

The CLSA Conference Committee is going to consider my request for a open
source GIS track at the Spring 2014 CLSA Conference. Jeff and Ragi said
they would join me as speakers. (Thanks!)

I'll keep you guys posted if anything develops from this.
