[RNFdev] FSA's to be released

The FSA boundaries will most likely _not_ be released under the free  
use license. Postal oriented products (such as the Postal Code  
Conversion File) is where StatsCan makes a lot of their cost recovery  
money on the Census. Moreover, the StatsCan FSA boundaries (or at  
least those for the 2001 Census) aren't faithful to the true FSA  
boundaries, they are actually true to DA boundaries, so if a DA  
straddles two different FSAs, the FSA boundaries will be altered to  
place the the DA in a single FSA.

Your lists are still needed. In some sense, what we are really doing  
is trying to provide Canada Post a reason to loosen their grip a bit.
