RNFdev Thinking through polygon creation

Dan / Dave,

Forgive me for butting in, but could you give a wee bit of background
on the approach you are taking to establishing the FSA polygons?

I'm getting the impression there are PDFs of the polygons that we can
use for manual (and possibly automated?) purposes?  Also, there was
mention in some previous message of having street names or something
similar for the FSA boundaries - is that right?
