[Carto] Sample Map Rendering Input File

Paul Spencer, I'd be very interested in your thoughts on how closely one
should model after existing APIs, thinking of MapServer MapScript for
example.  I assume the MAP->LAYER->STYLE->CLASS approach is used by many
apps in slightly different ways..?
