[cat-interop] link types lookup and release packaging

Hi all: FYI the link types csv has had some uptake in downstream
applications, and master has been cleaned up [1].

The issue of packaging has been brought up.  Tagging a release will
allow for applications to peg to a given release with confidence and
less moving parts.

Having said this, what do folks think should be involved when doing a release?
Is cutting a tag and offering the CSV enough? Do we need other formats like
JSON and/or XML as part of a release/tag (build scripts can generate these)?
What else (if anything) should be included?
