Back from 15 days of holidays, I have just gone through the different 
emails and online documents/ressources. I am globaly OK with the policy 
but I also consider that the comments from Dave should be integrated 
into the document. My unique concern/question deals with how to assess 
in a objective fashion the different points mentioned in the policy. 
Indeed, how to assess how an event "contribute positively to the OSGeo 
Mission", "offer good value for money to paid participants" or "have a 
respectable infrastructure (materials, presentation, facilities, and 
instructors) of good quality" or "is managed by a person with enough 
qualifications", etc. So it is to my mind required to define a grid for 
objective evaluation of proposals or adopt a similar system than the one 
used in the selection process for the FOSS4G conference. Such a 
evaluation grid, if available and known, will also help event organisers 
in preparing their proposal/formal plan for submission to the community.
