[OSGeo-Conf] Survey re: deciding factors

Hello,

For the Events question: the question is a little bit confusing: mix of
international events and regional/local events. The first question
should stick the the global event (Foss4g)

Another question should be added for regional/language event for fossgis
(german), event in france, brazil,...
