[OSGeo-Conf] Event policy

Thank you all who placed votes regarding the proposed event  
policy[1].  The policy has been accepted by the Conference Committee,  
with positive votes from the following members: Frank, Helena,  
Thierry, Markus, myself.  I will now bring this to the board for their  
approval.
