Conference committee,

At the board meeting today, the Board referred a proposal[1] to the
conference committee, with a request that the committee prepare a
policy regarding third-party promoted events using the OSGeo name.  In
particular, this proposal looks to create an event named "OSGeo
Teach-in", and provide financial consideration back to OSGeo in
return.

I think preparation of the policy needs two steps:

(a) The conference committee should decide on whether third-party
promoted "OSGeo" events are acceptable at all, and
(b) If they are acceptable, what decision process should be applied to
third-party events.

Please take some time to read the proposal, as an example of a
third-party event, and think about the implications. Reading the
threads on the [Board] list is probably also wise, to see some
arguments on various sides. I'll call the question on (a) in a couple
days to take the temperature of the committee, since there is no point
on working on (b) if (a) is a no-go.
