[OSGeo-Conf] Do we want to cap size?

Personally I'd like to see FOSS4G grow, and my feeling is that the 
Denver&GITA team could attract between 1,000 & 2,000 attendees.  No 
doubt strong marketing will be required to reach that higher range; this 
will take a big commitment by the LOC and OSGeo.

On the other hand I don't see a problem with capping size at 1,200.
