[OSGeo-Conf] 2012 Next Step: Full Proposal and Budget

Just a reminder (for the Beijing, Hanoi, Prague teams and also all OSGeo 
Conference Committee members) that the full proposal (which includes a 
preliminary budget) is due on the 21st, and then there will be a 
question period until the 26th.

There will be no extensions or late proposals accepted for this round.
