[OSGeo-Conf] No single, global FOSS4G conference in 2012

Arnulf,

I do not automatically accept that FOSS4G will not still be the primary
OSGeo conference.

I hope one or more representatives of the Beijing LOC are already
on this list, but beyond them being aware that there will be at
least one more event with the FOSS4G moniker (CEE)

If or how a north american event will happen is still up in the
air until a set of volunteers come forward to make it happen.

It is clear that FOSS4G in Beijing will not have as many EU/NA
visitors as a conference in the EU or NA but I think Cape Town
and Sydney were still succeses as global events despite their
distance challenges and so can Beijing be.

As a show of support I hope we will still plan to have a Board
F2F in Beijing.  I'll be there, but I understand it will not be
practical for all board members.
