[OSGeo-Conf] 2012 Final Step: Voting

Hi all,

After some discussion on IRC, let's keep the proposed plan for a revote. 
  If it is tied we will defer the decision to the Board.

Also, for the next RFP we will update the decision process to state that 
if there is a tie, that the Chair be given an extra half vote to decide.

The voting timeline is below.

Thanks for understanding.  My apologies to the Beijing and Prague teams.
