[OSGeo-Conf] Application to host FOSS4G in 2015

Hi,
the Korean Local Chapter has indicated interest in hosting FOSS4G in
2015. I was meant to prsent this  at the AGM but somehow missed this. My
apologies to the Korean Local Chapter and this is to make sure that the
information does get where it was supposed to go.

Seems like we have to really start the CFL for 2013 now and - may be
even more important - find a solution out of the many options of user /
developer centric and local / global events.
