[OSGeo-Conf] OSGeo branding at FOSS4G

There's an important distinction here in that the various regional FOSS4G
events are loosely affiliated with OSGeo, whereas the annual global event
is specifically run on behalf of OSGeo by the chosen LOC.

While the LOC is encouraged and expected to add their own flavor and ideas,
there are some things that just givens (or at least very strong
expectations) for the global event. As OSGeo we probably need to do a
better job of stating these clearly, but I think that having an OSGeo booth
is just one of those - certainly that is how it was explained to me when I
was chairing the Denver conference :). OSGeo had a free booth there, other
exhibitors paid for theirs.

I had a quick skim of the FOSS4G cookbook and I don't think we have all the
"must haves" for the global conference clearly stated in one place, it
would be good to do that.

A few other things in the same category (off the top of my head) include:
- The logo has to include the FOSS4G ribbon
- The OSGeo President speaks in the opening session
- The Sol Katz award is presented
- While not formally part of FOSS4G, the OSGeo AGM will be held during or
immediately before or after the conference, and space should be provided
for that

So anyway, on this particular topic, I don't think we should be asking
whether OSGeo will be provided with a booth, I think we should just clarify
that this is an expectation.

With the OSGeo Live DVD (or USB stick), in Denver that was presented as
less of a given, but as something that was highly encouraged (we did
distribute these). I think it's the prerogative of the conference committee
to decide if this should be a "must have" or something that is strongly
encouraged. Either way it is good to make sure that the LOC knows about it
up front so they can budget accordingly.
